A Class B civilization can adjust environmental conditions independently of the host star. A class A civilization can recreate the cosmic conditions that gave rise to it and create a baby universe in the laboratory.
It is not possible to distinguish civilization A according to the physics we know today. Since the existence of only one civilization, A is sufficient for a self-replicating world, and the probability of the existence of more civilizations A is less, the most common world can be a world created to build civilizations A.
